Open up a new image, preferably black a black image since it will look better
Go to Layers-->New Raster Layer and press OK.
Now press on the icon that looks like this:
Make sure the tool options menu is up (if not go to View-->Toolbars-->select Tool Options
and press okay) and set it up like below.
Like I've pointed out, clicking on the arrow will show you different types of tubes,
scale changes the size, and step changes the flow or smoothness of it. For now though,
leave it like the picture.
Now you can create different designs on your image. From here you can decide if you
want to make chrome or color tubes.
Chrome Tubes
Go to Effects-->Artistic Effects-->Chrome
Set Flaws to 1 and Brightness to 20. Be sure that use original color is unchecked. For the
chromed look set the color to white. But you can also get a colored-chrome look by
changing that to another color. Below is an example.
Press Okay and you're done!
Colored Tubes
Go to Colors-->Colorize
Play around with the Hue and Saturation until you get the color you want
