Blur Effect

1. Open the image you wish to use the effect on.
2. Right click and copy the image
3. Do NOT paste it yet!
4. Go to Effects >> Blur >> Motion Blur.
5. Choose motion blur and set it up like the photo

You can change the direction to however you want it
6. If if looks really blurry that's okay
7. Now you can paste it by right clicking.
8. Now go under Layers >> Properties. 9. Set the Opacity to 45 or 50.

And you're done! Here's the finished product:
